HPTuners 4.13.7 - No Credits, No Keygen or Registration Required - FREE
I have this version of HP Tuners v4.13.7 which is near the last of the v4 software released and is almost identical to v5.04 except it allows you access to all the EPA parameters that v5.xx and up make you have to do a class to enable the greyed out parameters.
ECU MUST BE READ IN BY V4.13.7 FOR PARAMETERS TO BE EDITED YOU CANNOT USE A FILE FROM A LATER VERSION!
I managed to break the Themedia protection on the loader and have cracked the loader so no registration or keygen required.
Yes it is not the latest or the greatest but still handy to have especially for older cars and you do not have to buy credits so even better.

Instructions
HP Tuners 4.13.7
1. Unpack archive to hard drive
2. Run "VCM-Editor-Run.exe" and if it asks you to locate a file just browse to the same folder and select "VCM Editor.exe"
(Notice they are different exe files so do not get confused as one has a space and the other has - in the name)
3. Done - so anytime you want to write a file just run VCM-Editor-Run.exe as it is what enables the free no credits required writing of the files.
4. Enjoy
